How to send the OutboundMessage to different JMS queue using Java

in Order and Service Management (Communications Industry) (MOSC) Question

One of our OSM code uses XSLT 1.0 older version and we are in need of sending the final $outboundmessage from a template to different JMS queue but when i try to send the message it always come as null. Any help would be highly appreciated
