How will PPM Users will be considered as User License

in Projects - EBS (MOSC) Question

Hi All,

Currently if user is added as resource in team members, roles are being added to users in IT Security Console. However, most of users does not have data acces set provided.

Wanted to know if they users are considered as seperate license.

Need to understand how license costs per user will calculated in PPM if we use project financial management and project billing
