Value-set (PO_SRS_ACCOUNT_PAIR) of Type (Pair) can it be changed?

Oracle seeded report ie Encumbrance Detail Report has a parameter ie Account_From Account_To (when you click on parameter system asks to enter all fields) there's no flexibility for users to enter only 1 field and get the output of the report) - Does change of Valueset from Pair to Table, allows user this flexibility. please advise any pointers.
