Rehire a candidate through Manage Hires requires correction mode

Would like to understand why delivered PeopleCode, AccessMode is "Correction" when the user tried to rehire a candidate (from Taleo) through Manage Hires. The component is JOB_DATA through PERSONAL_SNAPSHOT menu.
