Has any been able to get Oracle 10.2 client to connect to 21 database?

I tried "SQLNET.ALLOWED_LOGON_VERSION_SERVER = 10" in the sqlnet.ora file. It works with the 19 databases. But with 21 I'm still getting "ORA-28040: No matching authentication protocol". Am I missing something or is the 10 client just too old - like many of us.
