R42118 not releasing BO qty

We run R42118 on a scheduler twice a day and are seeing certain orders that are not releasing BO qty. I am not sure if it's a date or looking at available qty or on hand qty. By looking at the PO's it should release BO qty no matter what. Maybe I am looking at it wrong? Also, if it does release the BO qty it should create a shipment number and in some cases it's not. I have attached my PO's for R42118 to see if you may be able to help on why
