Why are the description fields on the Program Action Table delivered disabled from entry?

We are trying to correct the description on the Program Action table and noticed that it is delivered misspelled. We are unable to add a row or use correct history to fix the misspelling of absence.

Below is a screenshot from our demo environment.

Can the description be fixed in a future PUM?
