Does Oracle Alerts require a license to utilize in 12.2.5

We are on 12.2.5 and get an error message if we try create a new alert as in the note "Error "You Cannot Create Or Delete Records Because Your Site Does Not Have An Oracle Alert License" (Doc ID 1988102.1).

Do we need to purchase a license to utilize Oracle Alerts in 12.2.5 to fully license the product.
