Oracle form Ora-12545: Connect failed because target host or Object does not exist

I have the standalone version of Forms Builder 12.2.1.4 installed on windows 10 box.

when I try to connect I am getting Ora-12545: Connect failed because target host or Object does not exist

if I tnsping from that Home I get the same error.

When I tnsping from another home where my oracle 19 client is installed everything works fine.

Is there an ability to reconfigure my oracle forms 12.2.1.4 home to use the oracle 19 client ?
