Resource assignment for manufacturing work orders P48331

I am trying to use resource assignment for manufacturing work orders using P48331. I can see the capacity based on resources time. However, when I run R48340/R48341 the load is not getting updated, although I have set up machine and run labour on the routing. Is there any additional set up required. Doc ID 1952732.1 says this should work.
