AdminServer Startup Fails with BEA-000362 - At least one migratable target is configured with automa

I tried to update the leasing for soa cluster from consensus to database but did not provide the datasource. Now Admin server won't start and keep giving : AdminServer Startup Fails with BEA-000362 - At least one migratable target is configured with automatic migration (Doc ID 2417713.1)

I mean to change the leasing mechanism for soa_cluster, back to consensus. However everything I find online just shows, how to change leasing using Admin Console. Since I cannot bring the admin server up, is there a way I can change the leasing mechanism from the backend, maybe using something like wlst?
