Execution plan - awr for specific sql

Dear Experts,

We faced a performance problem with a sql. Performance is bad with 3986924973,which consumed high cpu usage. We ran stats and after that plan changed with using another index.It's performance is good with plan hash value 2076832513.

Except user io wait time in bad plan,rest of all metrics show as good when comparing both the plans. What is this user io wait time?Does this include waiting in cpu runqueue.
