Creation of a custom qualifier based on a descriptive flexfield in the quote

Hello experts,

I have already created some custom qualifiers based on descriptive flexfields at the head of the order. However, now I have a requirement to create a surcharge based on the value of a flexfield on the header of the quote.

Now I am not sure how to integrate this as a custom qualifier, I need your help.
