Options for Bulk upload of "Source Line Transfer to Move cost from One Asset to Another"

Dear Team,

Kindly suggest, options to bulk upload "asset source line transfer" (transfer from capitalized asset to capitalized asset).

PFA "Source Line Transfers.rar" file containing step by step pictorial representation of our required work, there are around 700,000 records which needs to be transferred this way. Kindly suggest, is there anyway we can do it via any API / interface.
