Issue with Random rule setup - Warehouse management

I have done setup for Random rule setup in P46822, where i have mentioned two different characteristics like 58086 and PUT86 . So basically i have 5 location with characteristic 58086 and another 5 location are with characteristics PUT86 .

After this setup i have executed R46821 . But i could not see any location present in P46821 /F46821 .

but whenever I mention only one characteristics ex. 58085 at a time for one random rule in application P46822 . and execute R46821 , System will give the location which has same characteristics in P46821 .

But whenever i have mentioned more that two characteristics for one Random Rule in P46822 as per first screenshot. then system again didn't show any location in P46821 .
