how to evaluate number of NPU's licenses

Hello,

I'm going to install oracle database in my comapny's TST enviroemnt. We want to go with NPU license model but we're not sure how to correct count necessary licenses. Our database will have connection with 25 applications, where each of application will have active user in database. To these application, because they are part of our middleware, will be connect other applications some with 'human' users and some with strictly technical ones. But connection to database will be strickly through these 25 usesr. Can we assume 25 NPU in this scenario?
