How to fix CVE-2018-3110 now showing up on security scans for windows

All my databases are currently running 12.2.0.1.220118 with the corresponding OJVM patchset, but starting last October they are getting flagged with this vulnerability for some reason. The vulnerability reports that my databases are missing OJVM Patchset 28416087 but I currently have installed 33577550. Since you have to rollback prior OJVM patchsets before applying newer patchsets, I am not sure why I am being asked to apply a 3-year old patchset. Cannot download the patchset to look at the readme file so not sure what is going on. Any help would be appreciated.
