Is it possible for TL Rule to trigger workflow?

This year will be our first time to implement AWE for Time and Labor. We found out that there are some custom TL Rules directly inserting into TL Reported time table (PS_TL_RPTDTIME).

With that, they don't appear in the approvals tile since technically they aren't AWE transactions.
