ECB CSV upload feature not working is this a know issue?

I enabled "Enable CSV Upload" function within system config.

I place formatted CSV file in /code/csv directory

the user DB list never gets updated. the file moves to the achieved directory, but there is never an update to the userDB.

currently running 3.3P3 on X8 HW
