Budget vs. Actual report produces nothing

PeopleSoft FSCM - Grants Management, Project Costing 9.2 PUM 37

Project Costing > Interactive Reports > Budget vs. Actual report produces nothing for some Projects while others do as expected. I have executed PC_BUD_SUM so that shouldn't be the issue. Any suggestions.
