is it mandatory to migrate EBS_SYSTEM after applying AD-TXK13 RUP

in Technology Stack - EBS (MOSC) Question

Hi,

we are in process to upgrade our EBS database 12c to 19c. current version of AD-TXK is 10. as per 19c upgrade doc it is recommended to apply AD-TXK 11 or higher. We are thinking to apply latest AD-TXK13 RUP but do not want to migrate EBS_SYSTEM as per Doc ID 2755875.1 at this moment. may be later we can think to migrate but not at this moment during 19c upgrade.

Question:

can we apply Ad-TXK 13 RUP and is it ok to not migrate EBS_SYSTEM as per Doc ID 2755875.1 now?
