"No active Job record for an Earnings Begin Date." on PAY011.SQR after 22A

I saw BUG:33840675 - MODIFY EDIT FOR MESSAGE ISSUED IN PRECALC AUDIT WHEN EARNINGS BEGIN DATE IS EARLIER THAN HIRE DATE

But.... My issue is with PAY011.SQR not PAY035.SQR

Our PAY011, the Payroll Error Report, says "No active Job record for an Earnings Begin Date.". And similar to the bug stated above, several employees show up on this report now that have nothing wrong in their data. They simply had a Job row change during the pay period (not a Hire row). But they are active, and they were active prior to the Pay Period. 

Has anyone else experienced this? Can you refer me to a document ID? Or Should I put in a service request?
