Onboarding activity guide step with remote related content

We're testing using related content from other SSO connected peoplesoft applications in our onboarding activity guide.

We've created a new PS Component based related content service that points to a component on another pillar/application and appears to be working properly when we use the Test Related Content Service link.

We have created a new step in the Onboarding category and used that newly created Service ID and then added that step in the template. When we load the onboarding activity, the newly added step appears greyed out and when clicked, we get a popup that says "You do not have access to this action item.".
