location hold issue

Hi Team,

We are on WS 7.3 cum 10 version. We are facing one issue where one location for only one item going on hold continuously even after releasing manually as well from backend. After initial analysis we found that this is updating because of P3190 and P42997 program which are WO repost and batch commitment resply. But concern is why only this item is going on hold and why not others? Also, we observed that location which is going on hold is not set up for b/p. This location is primary location.

Can you please help me with any document or suggestion to check the things across JDE system which are responsible to put any location on hold automatically?
