How to avoid Oracle accounts lockup per database upgrade to 19c

Currently we have Oracle Receivables EBS application version 12.1.3 and Oracle database 11.2.0.4.0. SEC_CASE_SENSITIVE_LOGON is set to FALSE.

We have about 300 standard Oracle 'schema' accounts of the 'old' version 10. It would be challenging to 'manually' reset (lock and then unlock these accounts within newer 11 version). Is there other way?

Another question is regarding EBS application user accounts (currently system profile in EBS Signon Password Case=Sensitive) and app user passwords are case sensitive. Do we have to do anything per database upgrade to 19c ?
