Oracle Item Updates keep validating attributes in other organizations, even when disabled

Hello,

We are on eBusiness Release 12.2.5. Whenever we update inventory item records using the API / Interface table, or when using PLM/PIM/Product Hub, the item will not update if there are any attributes that are not valid in other organzations. This happens even when the other organizations are disabled.

For example, we want to update the leadtimes for an item in Organization ABC. The Buyer attribute for that item is not valid in Organization XYZ, so the application and/or interface table spits out an error saying the item is invalid in Organization XYZ and must be fixed before any other updates in any other organization can be completed.
