Standarizing Edit Tables for Education

We are required to produce an external facing report on educational (degrees) and certificate attainment of our workforce.

We are facing a challenge with data quality (capturing the information in applicat system - not PS - does not perform any validation). To correct for this, we are trying to use the Talent Profile pages for entry, because these are backed by a set of tables for validations (regions, school names, etc, etc). However, these what-I'll-call "setup tables" also appear to have been empty to start, and were populated by our organization sometime in the past in an unhelpful fashion - nowhere near a comprehensive collection of institutions, for example.
