Oracle service failover issue - did not work - 19c

Oracle version:     19.12

RAC database:      5 nodes (CDB/PDB)

Type of Environment:  data warehouse

Our database is 24x7. When we perform maintenance, we would perform on a node at a time, so database will not be down and all processing would continue.

We have many services, some run on 3 nodes, 2 nodes or only 1 node.

Issue with the service: Service name: phxrac_med

Preferred instances: phxprodc1

Available instances: phxprodc2

While performing maintenance, we take the following steps, 1. stop listener on local node 2. wait for all active session on the maintenance node to become inactive 3. close pluggable database transactional (wait for active processes to go away and new connection to connect to "Available" / failover service instance.
