Conflicts in patch 33806152: DATABASE RELEASE UPDATE 19.15.0.0.0

I am reviewing patches from the April 2022 CPU, and have so far found two patches that appear to be applicable to our Database Standard server version 19.14.

However, when uploading our inventory to check for conflicts, I am told that there are conflicts with other patches, which we haven't even installed. I don't know whether this is an undocumented "feature" that should be expected for all patches? Oracle support haven't yet been able to tell me if the conflicts can be safely ignored. For both of these, I have tried to request a conflict free patch, but that request fails. I'm not sure if it's something that would normally work, or again, if that should be ignored?
