upgrade to release 8.3.p8 results in a "503 session capacity license reached"

After we upgraded our SBC (3900) from release scz8.3.p8  to release scz9.0.p2 we noticed that our calls get rejected with a SIP 503 "session capacity license reached". Switching back to our previous release and the calls are handled successful.

Are there additional settings introduced, which can cause this issue? What can be the rootcause ??
