Random users are being given Administrator roles in Shared Services

Essbase 21.1 version Workspace Version 11.2.5.0.0.05

Users are being incorrectly provisioned with Administrator role automatically even if the user was removed from all groups and deprovisioned, the Admin role returns to the user after restarting Weblogic services. I ran the provisioning report on the user and it shows the user is in no groups but has EssbaseCluster-1 roles Administrator, Create/Delete Application, Server Access. Thoughts/Suggestions?
