Arabic Data Displayed As '?????' in Label And Forms Title

I have a problem in displaying Arabic characters on Labels in Forms Builder 11g, as shown in the attached photo.

I tried the following steps but it did not work:

1. In registry(regedit) of the machine where forms builder is present, change the NLS_LANG to AMERICAN_AMERICA.AR8MSWIN1256.

2. In default.env, include the same NLS_LANG and so while in runtime it will pick the arabic NLS_LANG.

Also, the did the setting with region and language to display Arabic characters>

Could you please help me with that?
