Credit Limit Holds using % Allowable and Aging Period

Hello. Was hoping someone out there currently uses JDE setup for Credit Limit Holds with Allowable Percentage and an Aging Period in their current day to day activities. We have a business unit that has these settings in place but it doesn't seem to be working as expected. The documentation is a little gray in areas to fully make a one-to-one relationship and understand a full blown scenario for their day-to-day activities. Please if anyone has any advice or assistance to the below example:

Credit limit of $25,000 with Period 4 and Allowable 10% limits applied for the new order credit holds. Customer with the following information: Total Open Orders= 1,706; Period1=5,901 ; Period2=10,150 ; Period3=2,127 and Period 4,5,6,and 7 are zero (-0-). Any order placed goes on credit hold. The total amount of A/R = 18,178 so well within a range of credit limit would be expected for an order up to $6,822. However any order no matter how small in amount goes on credit hold. Periods 4-7 are zero so one would think it
