How do I refresh a NetSuite Planning and Budget (NSPB) sandbox with Production data?

We have NetSuite Planning and Budget version 22.04.64 for the production and sandbox accounts.

How do I refresh a NetSuite Planning and Budget (NSPB) sandbox with Production data?

I downloaded the Artifact Snapshot from Production and every time I try to import the file into the sandbox (planning test) the Artifact Snapshot fails.

Are you supposed to "remove application" first? Go to the Navigation/Application/Overview/Actions/remove application before you process the import?
