Getting error ORA-12520 on my 12c DataGuard

I have a 4-node RAC with Oracle 12c GI and Oracle 12c and 11g databases (in the process to upgrading to 19c).

I had DG setup for all the databases successfully. After the OS was upgraded, some of DG configurations failed. I was able to fix the issue for the 11g database, but not for the 12c database.

Based on the errors I was getting, I used note "RAC: ORA-12520 Errors Due to Misconfiguration of LOCAL_LISTENER at Instance (Doc ID 885431.1)", and that helped me fix the error for the 11g database, but it didn't work for the 12c database. Any idea why?
