April2022 WebLogic 12.2.1.3 SPB (Stack Patch Bundle) missing ENV directory in folder structure

When verifying the April 2022 Weblogic 12.2.1.3 SPB I do not see and "env" directory in the folder structure as noted in the WLS_SPB_12.2.1.3.0_README file. It is supposed to be in the WLS_SPB_12.2.1.3.220417\tools\spbat\generic\SPBAT folder according to the README. Has anyone else seen this? Any solution?
