Shipment Number On Partial Receipt

We just upgraded from JDE-E1 9.20 to 9.25 and now when we receive a partial line on an OP the new split line in 9.20 would create a new shipment number for the balance. In 9.25 it does not.

Is there a setting that we missed in 9.25?
