Can I get a notification when inventory on a specific items drops below a certain amount?

I am wondering if JDE can send notifications to reorder inventory that is low based on a minimum inventory amount. I have read the Reorder Point is used to suggest a PO. Does this also send a notification to the users that it's time to put in a new order, or does it automatically enter a new order?

Also, what does it mean when the reorder point says, "If you specify the reorder point, it will override the reorder point that the system calculated."
