How do you fix lag issues when accessing Oracle EBS from half way around the world?

Not sure if this is the correct forum so please redirect accordingly.
How can you configure EBS to manage the latency/lag issue we seem to have between the servers and client? We have two issues which highlight the problem:
1) ECC Payables is taking at least a minute to load here in the UK, while in Australia it takes only a few seconds. This is making it practically unusable. The amount of data is small.
2) When you resize the Java Forms window on the client, it can take up to a minute to adjust. In Australia it's instance.
We are on EBS R12.2.10 using Oracle cloud infrastructure in Sydney. We have always had performance issues in the UK, but mostly it's been tolerable.
