IP address of my Free OCI removed

Two weeks ago the IP address of my Free Oracle Cloud was removed. I got an mail with some information about. I should create a SR if I can not solve the problem. But I can not open a SR because its a Free Promotion... When I try to assign a new public IP I get the error message: "Public IP cannot be in a different compartment than the private IP". But it was working until 14.4.2022 and I didn't change anything...
