JDE Security - Does ALL Versions take precedence in sequencing?

Hi,

For P0004A - Structured Subledger Listing, I have the following setup for sequencing.

In this scenario, when FSUSER AB is added to the user's list of roles the user no longer has access to the ADD button for P0004A. It appears this is due to AB having action security assigned to all versions. Does action security on ALL versions always take precedence?
