OPatch still able to rollback after removing files from .patch_storage?

Hello all.

I work on a Win10 system which utilizes Oracle Database 12c. We had the October 2019 security patch applied to the Oracle home, and later applied the Jan 2022 security bundle. We had wanted to remove log4j from the oracle home, since our system application does not utilize any log4j features. I have seen some discussions as well as official documentation from Oracle stating that the .patch_storage directory should not be tampered with. I understand that the log4j in this directory may not necessarily lead to any RCE paths, but we are still inclined to do something about it, since
