How to restrict the Actions LOV value in the Shipping transaction form

Hi All,

I have a requirement to restrict the Actions LOV in shipping transactions form, if we don't have the waybill number , we need to show the ship confirm value in Actions LOV

Can you please advise me, how can we achieve this.
