Move PDB

We are planning to migrate DB server from linux7 server to 8 server(different host)

Source Instance:

OS-version: Linux 7, DB-19c ,DB size ~10TB

Target Server:

OS-version: Linux8.

What is best way to migrate database either complete CDB include PDB or PDB by recreating CBD on new Linux server, with minimal DB downtime, any reference is much appreciated.

Or datagaurd would be best option?
