Incorrect last order status on new requisition

We are running JDE 9.2.5.3. Recently we have noticed that new requisitions are jumping immediately to next/last status of 110/110. The processing option for the version(s) is set to beginning status of 100 therefore when a new order is created it should be at 100/110. A review of the purchasing ledger shows that there is a record for 100/110 and then 110/110 immediately after with no interaction from a user. Order activity rules do say 110/110 is legitimate but I don't understand how or why the status is updating on its own. Any help is greatly appreciated!
