How to make form view only? Budgets form aka PAXBUEBU

Hi,


We want a couple of users to be able to view APproved Revenue Budgets, Forecast Cost Budgets, etc. However, we don't want them to be able to change the Budgets, Submit, baseline, etc

Is there a view only version of this Form? Or any way to make it view only?
