MRP ignoring open OP as part of supply

We are on 9.2.5.3. Trying to implement MRP. Supply/demand inclusion rules for OP/S are set to include all open PO's. R3482 is set to include past due supply. Suggested order quantity is not reduced by the pending order quantities.

For example

Item 1234, Safety stock set to 8, QOH is 0, OP at status 400 with quantity of 10

MRP produces suggested reorder of 8. I would expect the item not to appear in MRP messages because once received the QOH will exceed safety stock.

Any help would be greatly appreciated.
