Create Approved Revenue Budgets

I would like to know the config and the process to account for Revenue Budgets to support the Budgetary accounting for agreements/orders....

We are using the auto-baseline (Approved Revenue Budget is created based on the 'Baseline Funding without budget' option) feature for contract projects, so we create a contract project and an agreement then fund it then go to funding inquiry and submit and baseline and then validate that the associated Revenue Budget in created and approved. However after that we have no means to create the associated accounting. We have enabled the Project Budget Account Generator and basically included defaults hoping this would allow us to use the toolbar function on Revenue Budgets to create the Budgetary Accounting to support accounting for
