OMW takes about 50 seconds to one minute to open in development client

We are on tools 9.2.6.1 applied all the ESU and ASU

When we try to open OMW in Fat client it takes about 50s to 1 min to open.

Went through the below doc and increased the processes value in DB from 1500 to 2000 but still the same no change in time to open omw.
