Upgraded to Oracle 12.2.10 and one User when run Std Oracle Rpt gets header in English & Chinese

Just upgraded client to Oracle 12.2.10. One GL user when runs the "Trial Balance - Detail" Oracle standard report, the header shows up part in English ("Account" header in English) and remaining column headers in Chinese.

When I log in under same user name in test instance and run the report, the header shows up all in English (what want). Seems to be a computer setting or template access issue perhaps. The user's other coworkers do not have this issue, their report shows all English header in report output.

From Find Requests form, click on View Details button, the Language for user with issue shows as "Traditional Chinese" and the Languages button is greyed out/not accessible. When I look at my View Details form when running same report, the Language shows up as "American English".
